PMPF is the culmination of eight years of efforts to build a cohesive platform for the Australian feature film and television industry. The industry is very fragmented and diverse, with no pre-existing capacity to draw together the numerous talented individual writers, directors and producers to deliver excellent products on a sustainable, ongoing basis. PEA was formed in late 2002 by a group of professionals from the entertainment industry to give leadership for a powerful platform for the development of global content. The history of film investment in Australia over the past twenty years or so has been based around tax driven incentives for investors. Projects have often been undertaken without sufficient likelihood of commercial success, provided that enough tax driven investors would support them. Crocodile Dundee is the most notable investment and commercial success, and that was in 1983. PMPF seeks to create an investment opportunity, which stands on its own commercial merits, and does not rely on tax incentives to be viable. The Australian consumer market of it is not strong enough to support high quality films. Export markets must be found for better-finished films in order to recoup the outlays and turn a profit. This requires an understanding of and sensitivity towards the differences which abound between all of the filmgoers around the world, and that products need to be tailored to respond to those differing demands. The average budget for a Hollywood film is US $52m. Australian budgets average less than 10% of this. In order to project the level of finish necessary to compete particularly with American product, more must be spent before and during production to attract the best writers, actors, directors, and film and production crews. In short, to compete head to head with the filmmaking establishment on their terms. Due to the paucity of opportunities locally for aspiring entrants to the film industry, many are drawn overseas and some have achieved spectacular successes. However, this has created a vacuum of raw talent in recent years. Steps have been taken to quickly find and develop the new young writers and directors who will be the springboard for new projects in five to ten years time. |
